Learning Base:
	Half-elves receives 1*MEN in Learning Points per level earned
as their racial base.  They also receive an additional 10 LP per level
which may only be spent on racially normal skills access (listed
below).  This amount may never exceed 30 per level, however. (-1)

Senses:
	Half-elves have natural night vision, i.e. the ability to see
in relatively low levels of illumination.  They do not normally see
into the infrared or ultraviolet spectrums of light. (+1)

Racial Abilities:
	Half-elves naturally posses the mageborn talent. (+5)
	Half-elves age slower than humans. (+1)

Racial Penalties:
	Social Stigma (Mixed breed) (-1)

Aging:
	Half-elves age approximently half as fast as humans do.
This slower aging begins to develop in adolescence.  Thus, most
half-elves are not considered young adults until around a full score
of years, and middle age does not begin until four score years or so.
This varies somewhat depending on the individual and the elvish
blood being mixed.

Description:
	Half-elves tend to be a mix of their human ethnic heritage and
elvish backgrounds.

Racial Advantages:
	Accelerated Learning (1 point):  With this advantage, the
half-elf favors more strongly his or her human ancestor, and learns at
the same rate under pressure as a human.  Learning Base is 2*MEN.
	Appear Pure Blooded (2 points):  With this advantage, the
half-elf favors one side of his or her heritage physically, and
appears to most observers to be of either pure elvish or pure human
descent.  This character suffers no social stigma penalty for their
mixed racial blood in most cases.
	Berserker (3 points):  The half-elf is a berserker.
	Infravision (2 points):  The half-elf may see into the
infrared spectrum.
	Inherited Attribute:  A half-elf may inherent some of the
attributes of their elven ancestry.  The half-elf may purchase a +1
bonus in AGI, APP, and PER at a cost of 1 Background point per
Attribute raised.  If they take purchase more than one bonus, they
must also take -1 penalty to their HEA.

Racial Disadvantages:
	No Magic for 3 points.
	Night blind for 1 point.
